Status of IRA Initiatives as of May 2025

According to the White House Guidebook of the IRA Investments for Clean Energy, one of the underlying objectives of the Inflation Reduction Act is to build a clean energy economy. The purpose of the Inflation Reduction Act was to deliver these results through a combination of grants, loans, rebates, incentives, and other investments to support the overall economic plan. In addition to a framework for building a clean energy economy, the Inflation Reduction Act had also grandfathered in other measures implemented through the Bipartisan Infrastructure Law, which has set out to modernize the electricity grid, build a nationwide network of electric vehicle chargers, expand public transit and passenger rail, and invest in emissions reduction technologies.

Changes for 2025

However, since the transition of administrations, many initiatives have either been paused, frozen, or rolled back. On the first day of Trump’s administration, the executive order, “Unleashing American Energy,” was signed with instructions to pause grant payments under the Inflation Reduction Act. This executive order was subsequently followed by a memo from the OMB to halt funding for the “Green New Deal,” which doesn’t exist. As of February 25, U.S. District Judge Loren AliKhan extended an order blocking the administration from instituting a sweeping freeze. This order was subsequently followed by another court order as a result of a lawsuit filed by attorneys general in 22 states, including the District of Columbia. The purpose of this document is to provide insight into the most current status of environmental justice initiatives that have been initiated under the Inflation Reduction Act.
